Clinton County Regional Planning's New Director Shares Experience

"There's a lot of potential and existing things that are just really [great in Clinton County]... I'm just excited to get to understand [our local assets] more and get to be part of the growth and preservation," stated DeAndra Navratil, the new executive director of the Clinton County Regional Planning Commission (CCRPC) as of January 2026.
DeAndra, originally from North Dakota, has an extensive history in regional and city planning—including city planning for the City of Richmond, Indiana. She received her undergraduate degree from the University of Minnesota and her master's degree from Auburn University. She stated, "Basically at that point, [my husband and I] were kind of just looking for the next place to move to, and I told my husband he could pick wherever we went next, and he picked Ohio."
Prior to this year, DeAndra worked for the Regional Planning & Coordinating Commission of Greene County (RPCC), where she served as the executive director for over six years. While there, she worked on a comprehensive master plan that included the county's rural and urban areas. During that time, she spoke about Greene County's master trails plan in Brussels, Belgium, at the International Society of City and Regional Planning's World Planning Congress.
Initially, the previous CCRPC director, Taylor Stuckert, contacted DeAndra when he was leaving the role in 2023, but she was not ready to leave Green County. When the position opened again in 2025, she put in an application, stating, "I have a really strong interest in rural planning and city planning, and this just seemed like a really great position where you get to do both." According to DeAndra, her goal in her first year is to listen to those in the community.
